Emigrant hillclimb was a one time only affair, held on July 14th and 15th, 1956. This hillclimb was located on old Hwy 30, east of Pendleton, Oregon. It was organized by the Inter-Columbia Sports Car Club with help from the Pendleton Junior Chamber of Commerce. A Google map shows a very fun, winding road that seems to correspond to the map on the newspaper article. Also, check out a satellite map and you will see the road is still in great shape with very few homes on it. Enjoy the articles.
